Does anyone know of any good places to learn to ride around the ft lowell and country club area that doesn't have that much traffic?

I would advise you to suck it up and pay for the MSF course.  They teach you things before you learn them the hard way.

ok to answer your question there are 2 large parking lots on the SE corner of Ft. Lowell and Country Club. Use them

I took it in Phoenix, but through the guys who do it at AZHonda.  I've heard nothing but good things about both.  The only downside to the one on base is that its on base...

I took the one at the honda dealership about 3 years ago. But i believe they are all the same so the one most convenient for you.  I felt it was totally worth the money and like buell said you learn things before you learn them the hard way.  Plus you get the voucher for your licence so you just go to the dmv and they print it off.

+1 MSF has saved me in many occasions. I did the one at the Honda dealer too it was great! I practiced in an empty parking like too for like 2 weeks just to get a feel on changing gears and stuff.

+1 on MSF, that was the first time I ever drove a motorcycle, have been a passenger before. Even after that class I was not 100% ready to go. My friend and I took it to big parking lots and around the neighborhood for months.
